1. Every Citizen gains the right to vote on every proposed act of Parliament with a phase out period to replace the current House of Commons. This will include debate rights via an internet fourm and ongoing voting via the internet.

2. No proposed legislation shall pass until having reached at least 50% plus one of the yes votes, from the entire list of eligable voters.

3. Every citizen eligable to vote must be provided access to the Forum Democracy and be allowed to author proposed legislation to a senate to be considered for debate and voting.

4. A new senate will be formed to scrutinize any proposed new legislation for constitutional soundness before it is sent for debate and voted on by any citizen duely concerned. Any proposed bills that are found not sound by the senate shall have reasons stated for rejection.

5. The senate will intially be chosen by lottery drawn from a list of eligable active voters, regionaly representative. After that first lottery senate has passed the senate shall begin to be replaced by members of the Voting Citizens that had authored proposed legislation that had been passed into law by 50% plus one or more votes. The rotational replacement of the Senate Term shall be done by region to maintain equal representation.

This is just a starting point and all are welcome to express there support amendments and criticism to this foundation before we create the means to intiate A REAL CANADIAN DEMOCRACY within our current Representative Democracy.
